He's not an everyday player, at least wasn't when the Sox were in town, but did start more games in their series vs TB. There were twitter whispers about Washington not being fond of him, too.
The Angels are set with Neto as their SS, good or bad, he's their guy to develop, they also have Drury at 2B and a combo of Rendon and Sano for 3B/DH, or Drury for 3B for when those two inevitably miss time.
What would it take to acquire? How about Emmanuel Valdez as one of the pieces? Why would Angels want Valdez? He's a potential left handed bat the Angels have been searching for, for a long time- even with Ohtani (I mean its why they rushed Schanuel to the big leagues). So, he adds some potential balance to their lineup, as a potential to play DH and 2B, maybe even some 1st, as a utility player with some potential juice in that park.
Rengifo can play SS, he hasn't does much since Neto, and has had moments, but came up as an average defender at least. I think he's an upgrade offensively and defensively over Reyes and Hamilton. I think he'll offer some decent power- he's a switch hitter with more power from the left side, but he's a much better hitter from the right side, something the Red Sox need. He's not a burner, but average speed, and doesn't strike out a ton.
